This tool was developed for organizations that plan to design or are already implementing interventions to promote sexual and reproductive health and prevent the spread of HIV. It outlines both evidence- and rights-based approaches to planning and implementation and outlines various strategies to support each stage of the process. For each step, global evidence is provided to illustrate approaches that have and have not proved to be effective.
