Summary
This article identifies the basic challenges faced by human rights activists when engaging in police reform. It pays particular attention to the role of human rights education in such processes; moreover, it explores what police and policing are meant to be and look like in a society where pluralism, human rights, and the rule of law prevail. Lastly, it outlines the type of training required by modern-democratic models of police functions.
