This guide aims to outline twelve basic elements that are fundamental to implementing an effective human rights training program; it is a blueprint for good practice and the foundation for monitoring and evaluating training and educational programs on human rights for government officials, including the security forces. The guide is also meant to assist non-governmental organisations (NGOs) and academics working in the field by proposing a shared code of good practice to be implemented at all levels and continuously enhanced.
